This article reflects, from an academic perspective informed by direct institutional experience, on the essential interaction between the Ombudsman’s Office of Peru (DP) and International Human Rights Law (IHRL). During my tenure as Ombudsperson (2005–2011), the DP, in its capacity as the National Human Rights Institution (NHRI) of Peru, operated as a vital link between the international obligations assumed by the Peruvian State and their effective implementation at the national level, in accordance with the Paris Principles. This article explores how the Ombudsman’s Office incorporated and applied international standards —derived from human rights treaties, the jurisprudence of the Inter-American Court of Human Rights (IACtHR), and recommendations of international bodies— within its constitutional mandate of overseeing state administration and protecting fundamental rights. The mechanisms used are examined, such as thematic reports on critical areas and the monitoring of supranational decisions, to promote compliance with IHRL. Finally, it is argued that this interaction was crucial for institutional strengthening and the promotion of human rights, positively impacting the rule of law and democracy in Peru despite persistent challenges such as the implementation gap and the need to ensure effective autonomy, drawing lessons learned to optimize this vital synergy.
