Definition

The Peruvian Journal of International Law is the publication organ of the Peruvian Society of International Law, which, since its establishment in 1941, aims to provide a multidisciplinary contribution to the main aspects of international reality.

The journal is published every four months and is edited by the Peruvian Society of International Law, authorized by Supreme Decree No. 443 dated June 18, 1941.

Historical Overview

In 1941, Dr. Alberto Ulloa Sotomayor, Vice President acting as President of the Peruvian Society of International Law while the incumbent, Dr. Arturo García Salazar, was abroad, engaged in discussions with the Minister of Foreign Affairs, Dr. Alfredo Solf y Muro. These discussions revolved around the need to revitalize the Society’s activities and address the challenges in publishing the organ that would serve as its scientific expression.

As a result of these discussions, the Minister of Foreign Affairs offered the support of the Ministry for the publication of the Peruvian Journal of International Law. Accordingly, on June 18, 1941, Supreme Resolution No. 443 was issued, authorizing the SPDI to publish the journal.

Objective

The Peruvian Journal of International Law aims to provide a multidisciplinary contribution to the main aspects of international reality. In this regard, original contributions to the fields of law, political science, international relations, economics, history, and other areas of knowledge are welcomed, provided they offer insights from an international perspective.

Mission

To disseminate international issues of global significance, with particular emphasis on those related to the American republics (Supreme Decree No. 443 dated June 18, 1941).

To become a leading publication representing international legal thought (Supreme Decree No. 443 dated June 18, 1941).

Focus and Scope

The Peruvian Journal of International Law is a quarterly publication aimed at providing a multidisciplinary contribution to the main aspects of international reality.

Its target audience includes anyone interested in the study and research of international law, international relations, and the various social sciences from an international perspective. It is intended for researchers, university professors and post graduated students.

Articles submitted to the journal are reviewed through a double-blind peer review process by experts in the relevant field of the article. To determine the acceptance of a submission, the following criteria are evaluated: the article's contribution to scientific knowledge, its relevance, and methodological consistency.

The journal reserves the right to publish. If a submission is accepted, necessary style corrections and adjustments will be made to meet the publication’s editorial standards.

 

Thematic Areas

Original contributions are welcome in the fields of international law, international relations, political science, economics, history, and other areas of knowledge, provided they offer insights from an international perspective.

 

Cultural, Social, and Economic Relevance

The Peruvian Society of International Law (founded in 1913), as the main forum for constructive reflection on Peru's foreign policy and issues concerning law and international relations, actively collaborates with the State's objectives on the external front. It fulfills an academic role in the service of the country, contributing to the theoretical foundation of foreign action. Consequently, it supports the publication of works from around the world to promote the dissemination, debate, and development of international law and international relations.

Issues 1 through 69 of the Peruvian Journal of International Law have been recognized as National Cultural Heritage by Vice-Ministerial Resolution No. 152-2020-VMPCIC/MC, dated September 21, 2020.

Two documentary units related to the Peruvian Society of International Law have also been declared National Cultural Heritage by Vice-Ministerial Resolution No. 233-2019-VMPCIC-MC, dated December 12, 2019:

1) Supreme Decree No. 443, dated June 18, 1941, authorizing the Peruvian Society of International Law to publish the Peruvian Journal of International Law.

2) Supreme Resolution No. 647, dated November 14, 1979, officially recognizing the Peruvian Society of International Law.

Given its long history, the journal features academic works authored by historical figures in Peruvian diplomacy and international law, such as Alberto Ulloa Sotomayor, Raúl Porras Barrenechea, José Luis Bustamante y Rivero, Víctor Andrés Belaúnde, Carlos García Bedoya, and Manuel Félix Maúrtua, among others.

Additionally, it includes reproductions of documents, speeches, and landmark statements made at international summits and meetings, serving as primary sources for research. Through this, the Peruvian Society of International Law fulfills one of the objectives in its statutes: promoting and disseminating the study of international law.

 

Periodicity

The Peruvian Journal of International Law is published quarterly, with issues corresponding to January–April, May–August, and September–December.

 

Editorial Process and Workflow

The editorial workflow is described as follows:

Acceptance: When a paper is submitted for publication, it will be first read and evaluated by the Editor, who may consult the Editorial Board to decide if the article should proceed to the peer-review stage, provided it meets the editorial guidelines and criteria. In this phase, the academic work is submitted to PlugScan to determine the similarity percentage and generate the report. This process may take approximately two weeks.

Peer-review process: At this stage, the submitted research will be examined by two blind peer reviewers specialized in the article's main topic. The allotted time is approximately three weeks, depending on the length of the article. There are three possible outcomes: publishable, not publishable, and publishable with revisions. In the last case, the next step will follow, which involves sending the reviewers' comments and/or suggestions to the author so that they can make the necessary modifications.

Author revisions: The author has two weeks to make the relevant changes and corrections suggested by the reviewers and to send the final version to the Journal. The article will be reviewed to verify the changes suggested in the review and/or the cover letter explaining why all or some of the changes were not accepted or implemented. In this latter case, the Editor, in consultation with the Editorial Board, will decide on the acceptance of the article.

Publication: Once the article is accepted, it will move to a final selection phase alongside the other approved works. At this stage, the Editor, in consultation with the Editorial Board, will determine its publication and assign the journal issue in which it will appear, along with the corresponding DOI and metadata. It should be noted that, prior to publication in the journal, selected articles will undergo a style correction and editing process. To conclude the process, the corresponding acknowledgments will be issued.

Peer Review: The article peer-review process follows a double-blind review system, where the identities of both reviewers and authors remain mutually anonymous. Reviewers will accept the reviewer guidelines and will consider criteria such as the article's contribution to scientific knowledge, timeliness, and methodological coherence. The journal reserves the right to publish and, if the submitted article is accepted, copy-editing and other necessary adjustments will be made to meet the publication's standards.

 

Publication Charges

Authors of accepted articles are not required to pay any publication fees. The Peruvian Society of International Law fully covers the costs of submission, evaluation, and publication, also known as Article Processing Charges (APC).

The journal's publication model is based on its open-access policy, aligned with Law No. 30035, “Law Regulating the National Digital Repository for Open Access Science, Technology, and Innovation.”

Conflict of Interest

Should a conflict of interest arise, the author must declare it at the time of submitting the work, as indicated at the end of the article submission template. Conflicts of interest not declared during the evaluation stage will require clarification by the author upon contact from the journal's Editorial Team. If the explanation is unsatisfactory, the manuscript will be withdrawn from the editorial process. If it concerns already published research, the article will be retracted from the journal, and an explanation of the decision will be provided in accordance with the COPE ethical principles to which the journal subscribes.

 

Funding Acknowledgment Instructions

Authors should indicate the source of funding for the published work. If funded, the author must state: “This research was conducted with funding from... as part of the research project...” or “Self-funded”. If no funding was received “This research was conducted without funding” or “This research did not receive funding.”

 

CRediT – Contributor Roles Taxonomy

The journal specifies the roles and levels of contribution for each author, aiming to clarify individual contributions, reduce disputes, and encourage academic collaboration. For this purpose, the journal adheres to the CRediT (Contributor Roles Taxonomy), systematically showcasing the contributions of each author during the research process.

CRediT Roles:

Project Administration: Managing and coordinating the planning and execution of research activities.

Funding Acquisition: Securing financial support for the project that led to the publication.

Formal Analysis: Using statistical, mathematical, computational, or other formal techniques to analyze or synthesize study data.

Conceptualization: Generating ideas, formulating, or developing the general objectives and goals of the research.

Data Curation: Managing data activities, including annotating, cleaning, and maintaining research data for use and reuse (includes software coding needed for interpreting data).

Writing – Review & Editing: Preparing, creating, or presenting the published work by providing critical review, comments, or revisions.

Investigation: Conducting experiments or collecting data/tests.

Methodology: Developing or designing methodologies and creating models.

Resources: Providing study materials, reagents, tools, laboratory samples, or other analytical resources.

Writing – Original Draft: Drafting the initial manuscript or translation of significant text volumes when applicable.

Software: Programming, developing, designing, or testing software and algorithms that support the research.

Supervision: Leading and overseeing the planning and execution of research activities, including external mentoring.

Validation: Verifying replication/reproducibility of experiments or research results.

Visualization: Creating or presenting data visualizations.
